INTEGRATED DEVELOPMENT OF THE TERRITORY TO CREATE A SCIENTIFIC AND TECHNOLOGICAL CLUSTER WITH TECHNOLOGIES FOCUSED ON GLOBAL CHALLENGES OF THE WORLD ECONOMY, WITH A SPORTS AND TOURISM COMPONENT INTEGRATED INTO IT", LOCATED IN THE ST. PETERSBURG AGGLOMERATION (ST. PETERSBURG – Leningrad Region), THE RUSSIAN FEDERATION.
Инновационный проект, эффективный для внедрения, в определённых отраслях или регионе, может оказаться непригодным для других в силу объективных и субъективных причин. Например, условия размещения, уровень компетентности персонала, политическую волю местных властей и населения и тому подобное.
An innovative project that is effective for implementation in certain industries or regions may be unsuitable for others due to objective and subjective reasons. For example, the conditions of accommodation, the level of competence of the staff, the political will of local authorities and the population, and the like.
На практике оценка инновационных проектов субъектов хозяйствования осуществляется на основе критериев, учитывающих основные факторы влияния на них. К таким критериям можно отнести следующие: научно-технические, производственные, рыночные, социально- экономические, экологические, политические и пр.
In practice, the evaluation of innovative projects of business entities is carried out on the basis of criteria that take into account the main factors of influence on them. Научно-технические решения учитывают патентную чистоту продукции и патентоспособность используемых технических решений, и перспективность применения этих технических решений в будущих разработках. К производственным критериям относятся: Обеспеченность производства материально техническими и трудовыми ресурсами, необходимым оборудованием, технологичностью нововведений, обеспеченность производства квалифицированным персоналом, экологические требования.
Scientific and technical solutions take into account the patent purity of products and the patentability of the technical solutions used, and the prospects of using these technical solutions in future developments. Production criteria include: Provision of production with material and technical and labor resources, necessary equipment, technological innovations, provision of production with qualified personnel, environmental requirements.
Рыночные критерии предусматривают: соответствие проекта потребностям рынка, коммерческий успех по результатам осуществления проекта в целом, уровень рекламы по продвижению продукции, конкурентоспособность её по цене и качеству, защищённость от старения, сбыт и т.п.
Market criteria include: compliance of the project with market needs, commercial success based on the results of the project as a whole, the level of advertising to promote products, their competitiveness in price and quality, protection from aging, sales, etc.
Экономические критерии содержат данные: необходимые объёмы финансирования для реализации проекта, предполагаемый доход, срок окупаемости проекта, доли собственных средств, в полной стоимости проекта.
The economic criteria contain data: the necessary amounts of financing for the implementation of the project, the estimated income, the payback period of the project, the share of own funds in the total cost of the project.
Социальные и экологические критерии определяют: влияние реализации проекта на уровень занятости населения, влияние производственных процессов, задействованных в реализации проекта на окружающую среду.
Social and environmental criteria determine: the impact of the project on the level of employment of the population, the impact of production processes involved in the implementation of the project on the environment.
Оценка инновационного проекта может базироваться на различных методиках и критериях. Оценку производят специализированные «НИИ», исследовательские организации, совместно с государственными структурами, инвестором, на основании данных полученных от «рабочей группы» сформированной основными бенефициарами реализуемого проекта.
The evaluation of an innovative project can be based on various methods and criteria. The assessment is carried out by specialized "research institutes", research organizations, together with government agencies, the investor, on the basis of data received from the "working group" formed by the main beneficiaries of the project being implemented.

Выбор методик оценки и расчётов зависит от специфики инновационного проекта, типа отрасли, и многих других показателей. На этапе обоснования и принятия решения по выбору того или иного инновационного проекта, формирования наилучшего варианта, необходимо соблюдать государственный подход, учитывать интересы производителей, инвесторов проекта, создателей инноваций. Обязательна привязка инновационного проекта к территории.
The choice of evaluation and calculation methods depends on the specifics of the innovation project, the type of industry, and many other indicators. At the stage of substantiation and decision-making on the choice of an innovative project, the formation of the best option, it is necessary to observe the state approach, take into account the interests of producers, investors of the project, creators of innovations. Binding of the innovation project to the territory is mandatory.
На основании вышеизложенного, мы предлагаем, определить следующие базовые показатели «Инвестиционного Меморандума» с рабочим названием, комплексное развитие территории для создания на ней «ИННОВАЦИОННОГО НАУЧНО -- ТЕХНОЛОГИЧЕСКОГО КЛАСТЕРА С ТЕХНОЛОГИЯМИ, ОРИЕНТИРОВАННЫМИ НА ГЛОБАЛЬНЫЕ ВЫЗОВЫ МИРОВОЙ ЭКОНОМИКИ, С ИНТЕГРИРОВАННОЙ СПОРТИВНО-ТУРИСТИЧЕСКОЙ СОСТАВЛЯЮЩЕЙ», РАСПОЛОЖЕННОЙ В САНКТ- ПЕТЕРБУРГСКОЙ АГЛОМЕРАЦИИ (СПб – Лен. обл.), РФ, далее по тексту сокращённо «Территория».
Based on the above, we propose to determine the following basic indicators of the "Investment Memorandum" with the working title, the integrated development of the territory to create an "INNOVATIVE SCIENTIFIC AND TECHNOLOGICAL CLUSTER WITH TECHNOLOGIES FOCUSED ON GLOBAL CHALLENGES OF THE WORLD ECONOMY, WITH AN INTEGRATED SPORTS AND TOURISM COMPONENT", LOCATED IN THE ST. PETERSBURG AGGLOMERATION (St. PETERSBURG – LENINGRAD. region), the Russian Federation, hereinafter abbreviated as "Territory".
1. Предложить размещение «Территории» в Ленинградской области или Санкт- Петербурге.
1. Offer the placement of the "Territory" in the Leningrad region or St. Petersburg.
2. Ориентировочно считать размер «Территории» от 1000 га и больше. В связи с чем, зарезервировать «Территорию» у Правительства субъекта Федерации, для поэтапного освоения.

3. Реализацию по освоению «проекта» на «Территории» разбить на этапы, очереди, пусковые комплексы. Совместить назначение «очереди, пускового комплекса» с названием «технологии» применяемой для её реализации в основном производстве. Считать каждую «очередь, пусковой комплекс» самоокупаемым. Количественно определить численность «этапов, очередей, пусковых комплексов» с сопутствующими технологиями. Объединяющим для «этапов» является: «Территория», любая инфраструктура, «применяемые технологии» на принципах смежных, пограничных, межотраслевых научных разработках, логистика, цифровая платформа, синергия и пр. Предполагаемый объём смешанных, привлечённых, инвестиций, ориентировочно от 200 млрд. руб. Сроки окупаемости каждого отдельного этапа, считать с момента 3-4 года после начала выпуска серийной продукции, что составит, в среднем 6-8 лет.

Quantify the number of "stages, queues, launch complexes" with related technologies. Unifying for the "stages" is: "Territory", any infrastructure, "applied technologies" based on the principles of related, borderline, intersectoral scientific developments, logistics, digital platform, synergy, etc. The estimated volume of mixed, attracted, investments, approximately from 200 billion rubles. The payback period for each individual stage is calculated from the moment of 3-4 years after the start of serial production, which will be, on average, 6-8 years.
4. Выйти с предложением к Правительствам субъектов Федераций стать инициаторами, в придании «Территории» определенного статуса по типу ТОР, зоны свободного предпринимательства, «Сириуса», «Сколково», федерального статуса по «216 ФЗ» и др. инструменты.

5. Определить, как «первый этап» реализации «Территории» строительство инженерной инфраструктуры и создание зоны спортивно-туристического назначения. Срок реализации 2-3 года. Примерная потребность финансирования 20-30 млрд. руб., в том числе включить, в этот «этап», проведение необходимых организационных мероприятий по созданию «Территории». Предположительный срок окупаемости 10 -15 лет, окупаемость считается со второго года, с момента ввода в эксплуатацию. Показатели окупаемости улучшаются в результате поочередного ввода в эксплуатацию и выхода на проектную мощность производств «Территории».
5. Determine how the "first stage" of the implementation of the "Territory" is the construction of engineering infrastructure and the creation of a sports and tourist destination zone. The implementation period is 2-3 years. The approximate need for financing is 20-30 billion rubles, including including, in this "stage", carrying out the necessary organizational measures to create a "Territory". The estimated payback period is 10 -15 years, payback is considered from the second year, from the moment of commissioning. Payback indicators are improving as a result of alternate commissioning and reaching the design capacity of the "Territory" production facilities.

6. Для решения поставленных перед «Территорией» задач, предложить создать «рабочую группу» с учётом интересов инвестора, и инициатора проекта. В «рабочую группу» включить представителей и специалистов администраций, комитетов, профильных направлений науки, спорта и пр. Разработать штатное расписание, обеспечить финансирование в размере 2-2.5 млрд. руб., затраты отнести на реализацию «первого этапа» как «стартап», пред. проектные проработки, землеустройство. Определить активный этап работы группы, как начальный, по общим организационным вопросам, продолжительностью в один год.

The "working group" should include representatives and specialists of administrations, committees, specialized areas of science, sports, etc. Develop a staffing table, provide financing in the amount of 2-2.5 billion rubles, the costs are attributed to the implementation of the "first stage" as a "startup", pre. design studies, land management. To define the active stage of the group's work as the initial one, on general organizational issues, lasting one year.
7. Провести координирующее совещание со всеми участниками первого и начального этапов в срок до 25 ноября 2022 года.
