He was saying it in the context of talking about how to a local politician, it looks like political death to see a group of people from all different walks in life who all identify as members of the local community and all want the same thing. It doesn’t matter, because the research center and the community are virtually impossible to separate, anyway. Sorry I brought it up. The difference is academic.

I think there's probably such a thing as the "_____ Permaculture Group" but that such a site is definitely called "________ Permaculture Center”.

What locality to mention? Vladimir? Strunino? Arsaki? Myron says Strunino is the closest local government, and that local government is the unit by which to divide. The local government might be Aleksandrov. John wants it to be either “Arsaki” (since that’s the train stop) or “Vladimir Oblast”. Anya votes for the oblast since it’s the first in the oblast. There was some consensus forming around Aleksandrov.

Dyadya Ilyusha lives in Strunino and is a Deputat of Aleksandrov region. So Arsaki and Strunino are under Aleksandrov's jurisdiction.
