14 декабря в рамках юбилейного Форума «Международная неделя бизнеса» Министерством финансов РБ совместно с Отделением - Национального банка по Республике Башкортостан Уральского главного управления Банка России и Комитетом Государственной Думы РФ по финансовому рынку организован и проведен круглый стол на тему «Перспективы развития партнерского финансирования в регионах Российской Федерации. Законодательный аспект». Участие в работе круглого стола приняли Председатель Комитета Государственной Думы по финансовому рынку, председатель Совета Ассоциации банков России Анатолий Аксаков, Директор департамента финансовой политики Министерства финансов Российской Федерации Иван Чебесков, а также представители банковского сектора, научного сообщества и бизнеса. Модератором круглого стола выступил член Комитета Государственной Думы по финансовому рынку Владимир Сенин.
On December 14, within the framework of the anniversary Forum "International Business Week", the Ministry of Finance of the Republic of Belarus, together with the Branch of the National Bank for the Republic of Bashkortostan of the Ural Main Directorate of the Bank of Russia and the State Duma Committee on the Financial Market organized and held a round table on the topic "Prospects for the development of partner financing in the regions of the Russian Federation. Legislative aspect". Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market, Chairman of the Council of the Association of Banks of Russia, Ivan Chebeskov, Director of the Financial Policy Department of the Ministry of Finance of the Russian Federation, as well as representatives of the banking sector, the scientific community and business took part in the round table. The moderator of the round table was Vladimir Senin, a member of the State Duma Committee on the Financial Market.
- Важно, что республика вошла в число регионов для реализации эксперимента. Мы уверены, что наши совместные усилия в сфере партнерского финансирования дадут импульс в целом для развития экономики, халяль индустрии и привлечения зарубежных инвестиций, что особенно актуально в условиях усиливающегося санкционного давления, - подчеркнула заместитель Премьер-министра Правительства РБ – министр финансов РБ Лира Игтисамова.
- It is important that the republic was included in the number of regions for the implementation of the experiment. We are confident that our joint efforts in the field of partner financing will give an impetus to the overall development of the economy, the halal industry and attracting foreign investment, which is especially important in the conditions of increasing sanctions pressure, - said Deputy Prime Minister of the Government of the Republic of Belarus - Minister of Finance of the Republic of Belarus Lira Igtisamova.
Главным вопросом в повестке дня стал законодательный аспект. Соответствующий законопроект «О проведении эксперимента по установлению специального регулирования в целях создания необходимых условий для осуществления деятельности по партнерскому финансированию в отдельных субъектах Российской Федерации» был внесен в Госдуму в сентябре этого года группой депутатов и сенаторов.
The main issue on the agenda was the legislative aspect. The corresponding draft law "On conducting an experiment to establish special regulation in order to create the necessary conditions for the implementation of partner financing activities in certain regions of the Russian Federation" was submitted to the State Duma in September this year by a group of deputies and senators.
- В новой ситуации, характеризующейся разрывом связей с западными финансовыми рынками, возрастает потребность российских граждан, компаний реального сектора экономики, а также финансовых институтов в инструментах партнерского, в том числе исламского финансирования. Развитие партнерского (исламского) финансирования в России является важной предпосылкой для привлечения капитала из мусульманских стран, расширения географии торгового, инвестиционного сотрудничества страны», - заявил депутат Государственной Думы от Республики Башкортостан, член Комитета ГД по финансовому рынку, один из авторов законопроекта о реализации проекта партнерского финансирования Владимир Сенин.
- In the new situation characterized by the severance of ties with Western financial markets, the need of Russian citizens, companies in the real sector of the economy, as well as financial institutions for partner instruments, including Islamic financing, is increasing. The development of partner (Islamic) financing in Russia is an important prerequisite for attracting capital from Muslim countries, expanding the geography of trade and investment cooperation of the country," said Vladimir Senin, deputy of the State Duma from the Republic of Bashkortostan, member of the State Duma Committee on Financial Market, one of the authors of the draft law on the implementation of the partner financing project.
По словам управляющего Отделением-Национальным банком по Республике Башкортостан Банка России Марата Кашапова, для успешного проведения эксперимента следует решить целый комплекс задач – в частности, оценить спрос и предложение на рынке партнерских финансовых услуг, изучить практики и бизнес-модели, обозначить риски и проблемы, выработать предложения по их устранению.
According to Marat Kashapov, the manager of the Branch-the National Bank for the Republic of Bashkortostan of the Bank of Russia, in order to successfully conduct the experiment, a whole range of tasks should be solved – in particular, to assess the supply and demand in the market of partner financial services, to study practices and business models, to identify risks and problems, to develop proposals to eliminate them.
- Очень важно также формировать компетенции участников эксперимента и повышать осведомленность общественности, потенциальных клиентов, - отметил Марат Кашапов. - Учитывая большое число участников эксперимента – это и государство, и бизнес, и общественные объединения, и граждане – для их координации планируется создать межведомственную рабочую группу.

Участники круглого стола детально обсудили перспективы реализации экспериментального правового режима осуществления деятельности по партнерскому финансированию на территории Республики Башкортостан.
The participants of the round table discussed in detail the prospects for the implementation of an experimental legal regime for the implementation of partner financing activities on the territory of the Republic of Bashkortostan.
Результатом эксперимента должно стать создание благоприятных правовых условий для развития партнерского финансирования на всей территории России. Это будет способствовать экономическому развитию страны, повышению ее привлекательности для международных инвесторов, уделяющих повышенное внимание этическим и религиозным аспектам инвестирования, а также росту доступности финансовых услуг для значительной части российских граждан.
The result of the experiment should be the creation of favorable legal conditions for the development of partner financing throughout Russia. This will contribute to the economic development of the country, increase its attractiveness to international investors who pay special attention to the ethical and religious aspects of investing, as well as increase the availability of financial services for a significant part of Russian citizens.
По итогам круглого стола заместитель Премьер-министра Правительства РБ – министр финансов РБ Лира Игтисамова и Управляющий региональным Башкирским отделением ПАО «Сбербанк России» Азамат Салихов подписали соглашение о сотрудничестве между Правительством Республики Башкортостан и ПАО «Сбербанк России» в сфере реализации партнерского финансирования в целях социально-экономического развития Республики Башкортостан.
Following the results of the round table, Deputy Prime Minister of the Government of the Republic of Belarus - Minister of Finance of the Republic of Belarus Lira Igtisamova and the Manager of the regional Bashkir branch of PJSC Sberbank of Russia Azamat Salikhov signed an agreement on cooperation between the Government of the Republic of Bashkortostan and PJSC Sberbank of Russia in the implementation of partner financing for the socio–economic development of the Republic of Bashkortostan.
